Each service is tailored to meet the specific needs of your project.

  • The Building Permit and Onsite Wastewater Treatment System (OWTS) permitting process in Gunnison County, Colorado can be time-consuming without clear guidance and support. I identify land use regulation and site-specific roadblocks early in the process — providing you clarity and confidence while working through a challenging process. For projects located in a regulatory floodplain, additional floodplain development requirements may apply. Having reviewed 250+ building and OWTS permits in Gunnison County and as a former Certified Floodplain Manager, I can assist at any point in the process, though earlier is always better.

    • Permit Support Services Include:

      • Pre-project consultation and permit strategy

      • Site analysis and constraint identification

      • Land Use Resolution (LUR) review for compliance

      • Defensible space plan review or creation

      • Floodplain development permit guidance (if applicable)

      • Application management from submittal to permit issuance

  • Gunnison County’s Land Use Resolution (LUR) can be difficult to interpret and apply to real projects. I provide land use consulting services in Gunnison County, CO to help clients understand what’s required, identify constraints early, and move through the county review process with clarity and ease. The goal is simple: reduce delays, avoid re-submittals, and create a strategy for approval.

    I commonly assist with:

    • Subdivisions (small and large)

    • Boundary Line Adjustments

    • Commercial Development Projects

    • Large Single Family Homes

    • Subdivision Exemptions

Whether you are adjusting property boundaries, pursuing commercial development, or planning a subdivision, I help you understand requirements early and build a defensible path to approval.

  • Before investing time and money into an application, it’s critical to understand what a property can actually support. I help property owners and developers assess development potential—providing a clarity about the opportunities, constraints, and what is realistically achievable under current land use regulations.

About Me

Welcome, I’m Sean Pope, founder of Pope Consulting.

I started this work after seeing how often small oversights in land use regulations could turn straightforward projects into years-long processes. While working as a Planner for Gunnison County, I found myself wanting to do more to help people navigate the system—breaking down complexity, identifying issues early, and finding clear paths forward.

During my time with the County, I reviewed over 250 building and wastewater permits and more than 25 land use cases, ranging from straightforward residential projects to applications reviewed by the Planning Commission and Board of County Commissioners. That experience gave me a clear understanding of how the process works in practice—what’s required, how decisions are made, and where projects tend to get stuck.

Before working in planning, I was involved in development work at South Main Gunnison, where I supported project management, business development, and strategic planning efforts. That experience gave me an inside look at how projects come together from the development side—balancing vision, timelines, budgets, and coordination with teams.

I’m naturally drawn to digging into the details, understanding how systems work, and helping bring clarity to complexity.

Today, I work with property owners and developers throughout Gunnison County to understand what they can and can’t do on their land and to guide projects through the permitting process. My approach is grounded in clear communication, thoughtful problem-solving, and setting realistic expectations from the start.

Earlier in my career, I spent years guiding trips through the Grand Canyon—an experience that shaped how I show up in my work today: calm under pressure, adaptable, and focused on helping people move forward with confidence, especially in complex or unfamiliar environments.

At the end of the day, I care about helping people find clarity and move forward with their projects—without unnecessary delays, confusion, or frustration—and making what can feel like a complicated process more clear, manageable, and even enjoyable.
